Sounds like IAC motor is stuck or you have an air leak?
Are your throttle blades closed at idle as in possible throttle cable hang up or the grip area. Is your tps plug connected or wire chewed off by a mouse? Does you IAC function. The IAC pintle can be viewed moving in and out with key on and off as it sets itself. It also make a noise with key off. Basically you are getting too much uncontrolled air from somewhere.
