Although I've never modified a v-rod neck I have done others, I would say you would need a little rake to accommodate a 23 if proper trail was desired. here are the numbers

19" stock wheel with 4 degree trees trail is 3.87
19" stock wheel with 2 degree tree trail is 5.13
21" 4 degree tree yields 4.38
21" 2 degree tree yields 5.63

23" wheel 4 degree 4.9
23" wheel 2 degree 6.15
 
Pending on the application of the bike I like the trail between 3.5 and 6.5 at 3.5 the bike is really nimble at low speeds but is shifty at high speeds at 6.5 the bike take more work to get around a parking lot but is smooth as silk at high speeds.

another option which I don't recommend is cupping your neck this has been known to give you a degree or two of rake also you can change your trees to get the clearance you need to pass the radiator.
 
This has to be 23"...

Ok, today at the HD dealer open house I saw the biggest front wheel I have ever seen on a bike. It was not attractive to me.

one of my bagger mags featured a RG with a 30 inch front wheel.. looked like shite imho
 
But really, I can see how that bike is ugly. I hate the handle bar. A handle bar can really change the appearance of a bike.
Gee, I never noticed the handlebars since that wheel overwhelmed my eyes. Seriously if you didn't point it out...
 
Oversized front wheel and cut the braking almost in half by removing one rotor and caliper. Marrone!

Awards are given out for WWF too. I laugh at WWF and bikes like that. Both speak to this sad shallowness that assigns value to celebrity, or appearance, moreso when appearance sacrifices how well something works or the celebrity being worshipped is a complete reprobate.

I understand people putting together a bike or car etc.. for show purposes only as there are a lot of shows out there and it gives you a chance to show off your talents as a fabricator etc.. It's like going to an Art museum for others etc.. I am not one of these people, I appreciate bikes that Work and work well for what they are intended to do and the people who ride them. I don't go to Easy Rider shows etc... and the Real Bike show every year has dozens of "Customs" on display too that I ignore for the most part also, usually to me they are a exhibit of bad taste. But people who take ideas from these bikes and incorporate them into a bike they intend on riding baffles me, My VROD has too much limitation on it already from the factory for me to ever consider putting even more riding preventive items on it. Why did you buy this bike just to make it more Unridable?
 
26 inch front wheel, low rider

Hey, Patm. Do you have pics of yours?

I compared my 19" with the 21" pictured in the link above, I couldn't see a difference in size.

Did you observe a noticeable difference?

Here yuh go....a 26" aluminum alloy front wheel. Your buttocks would be one foot from the pavement.

But seriously, if you mount a 23" ,go trike for safety.
