I have found a great deal on a set of factory bags that were on a 2008.
My question is:
Does anyone know if the bolt spacing "under" the fender is the same from 2006 to 2008?

I know , I know mine is a 180 tire the 2008 is a 240 tire bike. I can cut and reform the rear wrap around bracket as far as width goes , but is the "bolt up" the same?

No, the rear inner supports are quite different.

For 2006 and earlier VRSC bikes (excluding the VRSCR) an inner fender (59033-01A) attaches to the frame for mounting the rear fender and separate support brackets (48483-01A & 48483-01A) are used to attach saddle bag mounting brackets.

Starting in 2007 (excluding the VRSCR) a seat pan was used (48523-07) that's mounted to the frame and the rear fender and other items like saddle bag support brackets attach to the seat pan.
