Was bike sitting outside long enough to just get water in exhaust pipes ? If it's a head gasket or two was this bike yours and running when it was parked ? Not a flood bike ? Pull the rear spark plug see if the cylinder is hydro locked by antifreeze if so use a clear nylon tube and wet vac it out then pump out moisture with the starter. If the engine is still seized it's probably a stuck valve hitting the piston or cylinder / crank rusted bad you could pull the pan and inspect the crank & rods for rust if it turns over put an ounce of engine oil in the cylinders after they're dried out to lube the rings and of course change the oil, get it running and change the oil again till all the water is out. You might luck out but more than likely there is some serious damage in that engine. Good Luck with it though !
