Tuner required for dyno tuning?

Hey guys, looking to install a set of V&H comp pipes I picked up from here last fall. My question is, should I pick up a tuner (PC-V) or can it be dynoed without it? Bike already has bassani road rage pipes on that were turned with a screaming eagle tuner by the previous owner (dont have the tuner). Thanks for any info and install tips!

The tuner person you chose will use a certain brand, PV, TTS or whatever. You can pay a licence fee to use their tuner and get it dyno tuned without the need to buy the actual tuning device. Cheaper that way .
