have both a DX and a muscle. They have different torque and horsepower ratings, but the same motor. Is it because the exhaust systems are not the same?

Marketing gimmick.
More than likely but -

Many times there are small internal changes like oil pumps or water pumps for example that could skew numbers but I'm sure it's the exhaust. Exhaust technology is grossly under-rated. It's only 1 HP more than the DX 1250.

It's all bs... same motor, same power, different pipes.

It's just like when Ford & Chevy rated the Boss 302 and Z-28 engines at 290 hp in 1969. That was at 5500 rpm (or something like that), but they really never said that both engines were close to 400 hp at 7000 rpm.
