Yes you can run topless without some sort of fuel management but it will exacerbate the stock lean surging, etc. and you won't see any real increase in horsepower. I've got the D&D slipons and I drilled the airbox cover. I had a Race Tuner done along with dyno tuning. The difference was amazing. the bike now runs great, no lean surging and the fuel economy only dropped a little. Pricey (about $1,500.00 at the local Harley dealer for everything) but it was worth it for me.

I drilled the top and found it a good compromise. It was too loud wide open with the top off. I now have a row of 5 x 15mm holes across the top. Gives me a nice growl without being annoying.

I can definitely recommend it but not without some sort of fuel management. The bike comes lean anyhow so by adding more air flow you will just worsen the situation.

The powerpoint gives a good idea what to do. Just remember that on the R the power commander needs to go under the seat - in case you go for the PC that is.

I really like the sound of the air intake with the top off. I recently installed a K&N air filter and loaded a map I found on the forum. The bike runs really great with it and it may even add a little more power. Go for it!
