I want to put progressive shocks on my 08 AW but I don't want to wait for the end of next week so my question is - what is the difference between a 440 progressive shock that is 13" long for a HD touring bike and one for the V-rod?

Only rationale I can think of would be the weight difference between the two bikes. You may need to give Progressive a call if someone more in the know doesn't chime in.
PM vshop (sharkey), he's a dealer for Progressive and works on all sorts of bikes including the Vs, betting he has the answers

Like aow mentioned- Spring rate, a touring bike can nearly weigh twice as much as a V.
