This a really dumb question but I have always had chain drives. Can someone tell me a good rule of thumb for belt tension or should I buy that stupid tension gauge tool referenced in the manuals???

The v-rod belt runs tighter than air-heads so what has been used and works well for me is if you grab it in the center on the bottom side and twist it it would take alot of tension to get it to horizontal.

Buy the tool. Its not that expensive and takes the guess out of it. Rule of thumb has been stated as not quite being able to 'twist' the belt to vertical at the midpoint of the span. Like the tool better... and you can use it on other Harleys also.
