The engine temp is controlled by the thermostat so it will run at that temp no matter what coolant you use.
A quality anti-freeze does more than lower the freezing point. Most raise the boiling point too, have anti corrosion, anti-foaming,etc. The engine is designed to run with best performance at a certain temp, no coolant will change that. As to the fans being on a lot, the system carries a small amount and it needs to lose the excess heat quickly and when traveling slow the fans help with this.
