The lower tree has the stem and bearing pressed in. The nut is on the top tree.

These bolts can be tight from the corrosion that builds on them.Plus sometimes the factory uses yellow lock tight that is some tuff stuff after a while.I havn't had any luck w heat on the yellow thread locker that Harley uses.
Try using a little force by putting an extension on the socket and cracking it with a brass hammer a couple of times.If it's stuck hard,get an impact driver and use this.Try hitting it clockwise a couple of times too.
Use this type impact driver.
