CFR fueler newbie

I bought a 2003 VRod with CFR 2 into 1 pipes and discovered a CFR fueler under the seat, I have no concept as to what its function is other than to program what little a fuel injected system will allow, can anyone enlighten me? Also I have a 207 tire on the back, I thought I was limited to 180?

I Never heard of a 207 sized tire.
Sure your not looking at the tire designation? IE Dunlop 402, Bridgestone 851?
