After I swapped my wheels I noticed the brakes sounded like they were dragging more then normal. My rear rotor gets really warm I am not sure if this is normal or if I have too much friction. Can the chrome rim change the rotor location in the caliper? Also it seems like my brake levers are tighter. Very little movement and they are fully engaged.

I suppose if the chrome was thick enough at the location of where the rotor is placed it could change the offset slightly. Out of curiosity, did you change your levers? I would check these two obvious things before breaking into anything.

Left and right spaces might be installed on the incorrect side(s).
