I didn't break out a micrometer but I have one of BADROD's 1700 cc liners here that measures just a hair under 4.5 inches. I don't think it had any water passages at all. :)
That badrod motor had very close to the same water passage as stock. The problem with the block is below the water area that gets real thin. Once you bore below the water jacket for large liners funny things start to happen.Like oil leaking out waterpump and clutch cover bolts and that little post holding the lower front cam chain slider just falls off.
