Valve is under spring pressure, so closed until it's set spring pressure allows it to open. If the valve is stuck at the bottom this can explain it not bleeding the pressure off and the surge blowing the seal out. In a reverse situtation, if the valve hangs open, idle pressure will be very low. As far as I know the only adjustment is shimming the spring or a different spring rate. Neither of these should need to be done but make sure the valve is free to float and not stick.
