That's the confusing part, which makes me think it may be something else: It only up-shifts. When I first noticed the problem, it was stuck between 2nd and N. Then when I upshifted to 3rd, it would only go down to 2nd. So on and so forth. It will shift up, but down only one gear.

Sorry your still having trouble.
Curious to what caused you to need a new shifter originally..

UPDATE: Dropped the engine off at California Harley in South LA. Let's hope it all goes well.

UPDATE:
Motor is ready from HD.
Turns out it was a broken shift drum. On top of that, me forcing it between gears ended up snapping the shift shaft and every single downshift shift fork. $3k in labor and parts (would've been cheaper to buy an engine on eBay). Now I'm crying handing over cash to HD.
Anyone have any idea what would cause catastrophic failure like this?

Short of an abusive rider, not really. LOL Force is the only thing that bends shit.

UPDATE: The motor was picked up, I put it back in the bike, assembled the bike.
I had a small mishap, due to HD not putting an O-ring in the Derby cover, had the bolts back out and I spewed oil all the way home from my buddy's.
Fixed it with some gasket maker, now I'm back on two wheels. Thanks everyone for your help!
It feels AMAZING to be back on two wheels again! Especially in CA, where lane-sharing is legal; makes traffic a nonexistent problem during commutes.

WTF!
I hope I can find an experienced VROD mechanic when my Valve Lash Service needs doing! ~20k miles?

I can only assume it was oversight on their part. They're a pretty busy HD in the middle of Los Angeles. Rushing out orders.
