I recently went through this exercise in February - http://www.1130cc.com/forums/showthread.php?t=54497. I contacted over 200 dealers and was fortunate enough to acquire the second to last one in the US that I knew about through Lakeshore HD outside Chicago. MOCO supposedly has a new vendor and was to begin shipping these this month.

Good luck!

I got a HD part's book in the mail yesterday, small thin one that was just released, and the 51098-06 base plate is listed in it.

Called Harley on saturday and they told me the same thing they have been saying for a few months. Item is pending obsolete and not available, perhaps being discontinued. So if anyone knows how to order one of these parts or does, please let me know.

Pardon my ignorance but is this plate used to mount a rack on and is it an exclusive part for SE's? Thanks.

Does this require any drilling in the finder?

Thanks, so with this, there is just a few screws that hold the sissy bar on, so the bar could be taken off very easily while riding solo, just leaving the base plate on? Is that correct?

Correct. That is exactly how it works. Even comes with extra chrome screws to fill the holes you are not using.

Chrome Baseplate

The new number for 2007 chrome baseplate is 51138-07. This is for 240mm wheel fender. Maybe you guys can find this one easier.

No drilling required. It fastens to existing bolt holes. I just installed one tonight. The wifey is happy as can be. I got her the Sundowner pillion seat. The cool part is that you can put the stock "passenger seat" back on relatively quickly when the wife is done riding. I've got the '07 VRSCX and the stock look is essential (when no wife is on board).
